The Manual on flood forecasting and warning has been prepared by WMO in 2011.

The manual provides an introduction to the problem of flood forecasting and warning and further provides guidance to build a flood forecasting system. The aim of the manual is to provide a summary of essential information crucially needed by the authorities responsible for implementing such a system.
